The Department of Economic Development (DED) is the government body entrusted to set and drive the economic agenda of the emirate of Dubai, UAE. The DED supports the structural transformation of Dubai into a diversified, innovative service-based economy that aims to improve the business environment and accelerate productivity growth.

The DED and its agencies develop economic plans and policies, identify and support the growth of strategic sectors, and provide services to domestic and international investors and businesses.

Economic Development Department role is planning and implementation of economic development projects, as well as the preparation of laws and regulations, strategic plans and issuance of commercial, industrial and service licenses in addition to all the permits needed for those licenses and control over all the economic firms in the Emirate of Sharjah.

The DED – Ajman’s major role revolves around formulating general economic policies, including ‘green’ economy programs, to achieve sustainable economic development, in addition to organizing the emirate’s economic affairs and activation of the local business sector. It adopts integrated policies and legislation as well as formulates sound plans to ensure optimum utilization of the emirate’s resources.

One of the department’s strategic objectives is to provide a commercial protection system and monitor economic establishments and activities in accordance with the requirements of Ajman and the UAE. It seeks to enhance the promising opportunities in the emirate to achieve the highest levels of local, regional, and international economic competitiveness and leadership.

​​The Ras Al Khaimah Department of Economic Development was established by virtue of Emiri Decree No. (11) of 1981. On 1st January 2007, at the approval of H.H. Sheikh Saud Bin Saqr Al Qasimi, the Crown Prince and Deputy Ruler then, the department's name was changed from  'Economic Department' to 'Department of Economic Development' and accordingly, the functions and objectives of the Department of Economic Development were reformulated to be more detailed and comprehensive.

The Department provides a variety of services relating to licenses, commercial control and consumer protection with a view to provide many facilities to investors in the Emirate. In addition, it provides a great deal of official data and statistics that serve all segments of the society either for studying the labour market and investment climate in the Emirate or for specialized scientific research.

The Department of Industry and Economy was established in Fujairah under Decree No. 3 of 1980 headed by Sheikh Saleh bin Mohammed bin Hamad Al Sharqi, where it plays an important and effective role in building important and modern foundations in the fields of economic and industrial development, and regulating and revitalizing the internal and external industry of the Emirate. The department's tasks are:

• Supervising the guidance and control of economic development processes in the emirate.
• Preparing studies for industrial, agricultural and commercial projects that benefit the citizens of the emirate and the state in general.
• Implement and finance a number of projects that form the infrastructure of the emirate's economic structure.
• Granting licenses for the establishment, expansion or change of purpose or place of industrial establishments, taking into account the country's economic needs and internal and external marketing structures in the scope of economic and social development.

Alongside obtaining your licences and ensuring that your company has been registered, you must also follow the laws and regulations that have been put in place by the Department of Economic Development or the DED. The objective of the DED is to provide protection for commercial businesses while monitoring economic establishments. These regulations are as below:

General conditions to engage in economic activity:

1. Compliance with the regulations and laws applicable in the UAE.
2. Not to do any actions that may affect the security and safety of the community.
3. It is not allowed to any person to practice any activity with profit nature without obtaining a license.
4. Comply with the provisions of Islamic Shari'a.
5. No playing games and practice activities against public morality of all kinds.
6. All kinds gambling are strictly prohibited.
7. Comply with any law to be issued by governmental, official and concerned authorities in the future.

Owner of the license conditions:

1. The applicant should not be less than 21 years.
2. Must not have expired licenses for more than one month.
3. Meet the special conditions for the intended activity.

Conditions regarding economic name: -

1. Not to repeat the economic name.
2. Economic name has not a political significance.
3. Economic name should not violate the Islamic Sharia, customs and traditions and does not include any of the names or attributes of Majesty (excluded compound names).
4. Economic name should not violate federally and locally instructions and regulations.
5. Economic name should not be misleading and be identical to the truth.
6. It prefers to be an Arabic and indicative of activity.
7. It is strictly forbidden to write economic name on the state flag or any other state, or any political or religious symbol. Anyone who does not comply with these conditions will be held accountable.
8. The Department has the right to reject or change the proposed Economic name when submitting the application if it doesn’t comply with the conditions above, or deemed it necessary.
9. Economic name is reserved for one year after payment of the prescribed fees. A fee of 300 AED for 3 months and renewed 4 times for one year.

Conditions of technical assessment "for the work site ":

• First: organizationally

It is not allowed to open a new facility or transfer an old one next to a facility exercising the same activity unless approved by the department and the site should not be inconsistent with the approved activities distribution on areas and main roads.

• Second: aesthetically

To be considered the adjacent shops and the compatibility of its activities and size of the existing licenses or shops.

• Third - health standpoint

It intended to the shops that engage in activities that may affect human health and safety. For more information, please check the inspection section in the department.

• IV - Security and safety

It intended to the shops that engage in activities that deal with flammable and dangerous substances. For more information, please refer to the civil defense representative in the department.
